I recalled seeing a sniper in Afganistan using a similar base made from a light switch cover. I've seen copies of the same device.
So, here's my spin on it.
Necessary Items:
QR base that fits your tripod. $4.50 on ebay.
1/4" nut with rough threads, 1/4-20 TPI. .06 cents at Home Depot
Thin but wide washer
A 3-switch light switch steel cover. $1.70 at Home Depot
Some of duct tape
Some dense foam
I'm using a steel 3 switch cover and marked off the desired width. The cover had a slight curve on the ends. I took a hammer and pounded them out so the entire piece would be flat. Then, I put it on my vice and bent the angles. Now, I have my bracket.




My tripod uses a Manfrotto 200PL-14 base. From top to bottom, here's the install pattern. Once the QR base has been tightly secured to the bracket we can start cutting the dense foam.

It's bulk trash week in my neighborhood. Someone tossed out 3 used exercise mats. I snagged 2 of them. If you have some old flip flops lying around, they will work too. Even a pool noodle. If you decide that you want to build one soon, PM me and I will give you some of my material. I have two 2'x5' lengths. You'll need these cuts:
(2) 3"x5" (bottom)
(4) 1"x 5" (sides)



On one of the 3"x5", place into the bracket and, with your thumb, press on where the nut is. Allow it to make an indention. Cut an "X" into the center of the indention (or just cut out the hole). This relief is for the nut, so you won't end up with a bulge in the middle. Is this a big deal? No. Just personal preference.

Go ahead and apply the 2nd 3"x5". Run some duct tape to secure it. NOTE: Don't compress the foam when adding the tape. The tape is just to hold the foam down and make a protective layer. The foam needs to be able to compress and uncompress to hold the firearm slugly.


Add the 1"x5" to the sides. There should be 2 on each side. My picture shows only 1 on each side, but I later modified it. Tape to secure. Keep adding tape until all the foam is covered and proteced, and your edges are clean. That's it!


This should fit a standard rifle pretty well. If you have a thick stock (like an AR or target stock), it will be snug. Don't worry. The dense foam will conform.


So, now you are prepared for the shooting range or the hunting grounds. A nice solid shooting rest. For me, this is pretty ideal. I can be sitting on the ground glassing up a ridge, spot a target, swap my optics with this base, and have a solid support for long shots and a speedy follow up shot.
Total cost is STILL under $10.00 :)
